Dusty Miller was floating around Scottish dancing schools as early as 1709, and before that it turns up in a 1692 manuscript under the name "Binny's Jigg." Burns essentially rescued a fragment of an older folk verse, tidied it up, and dropped it onto this well-worn tune for Johnson's Scots Musical Museum in 1788. The song is written from a woman's point of view, a flirtatious take on the local miller.
